Brillo pad then
Propane torch if the first two dont work then
Brillo pad then
Throw the pan away if those doesnt work.
OR:
The power tool method mentioned above then
Brillo pad.
OR:
Chuck it out in the yard for a year. You have plenty of rain then
Brillo pad.
