Yup, she is lying (AS PER HER USUAL), never heard of "rationing" grocery trips...or food rationing - although stores may limit quantities...

WWJD during a real crisis that required real rationing, say World War II...the mind boogles, lol...bet she'd be out there hamstering on the black market...
