In some cases, stores limit amounts, but that's about it. You can't buy
nine boxes of facial tissue (maybe).
As far as staying within a mile of home, or going out to the store(s)
only every couple of weeks:
There is no such limitation. You are allowed to go just about anywhere
in metro Seattle to get groceries at a shop of your choosing. Nobody
will stop you.
