1) The California state budget was completed months ago.
2) Controlling the borders is the responsibility of the Federal
Government.
3) California's state legislature, which is controlled by a majority
of Democrats, was responsible for passing the two new laws mentioned
here. These were not bills that were sponsored by the governor. He
signed them because they were already passed and he had no specific
reason to veto them.

Incidentally, the law banning the force feeding of geese will not be
effective until 2012.
