They're not hearing aids but ear bud-type headphones that are capable of amplifying ambient sounds. There's currently an explosion on these products so there's a lot of product out there.
I suspect that your husband has a hearing loss in the severe range since he was a military guy. If so, the ear buds might not have enough power for him. Your best bet is to demo a pair. I haven't had a chance to test some out but I can tell that's the direction these things are going.
