For chrome plated oven racks I've always used a great "Heloise" trick:
place racks inside large trash bag; place a cup or so of amonia inside
the bag and seal. Let sit overnight. The next day, all the grit and
grime practically washes off under the kitchen faucet. Whatever
remains can be wiped away with a damp sponge. This has been a real
time saver for me. They say the fumes take care of the dirty work.

I don't know if it will work on other surfaces however.
