Actually in its own oil is now impossible to find
as far as I know. You can find tuna packed in
olive oil, vegitable oil and so on in most stores
by looking at the top and bottom of the rows.

The reason that tuna is available in water is
probabl dieters. Not so in its own oil. Fish oil
is expensive now. There is now a large market for
fish oil capsules and many products are made from
fish oil. It is cheaper to extract the fish oil,
sell it, buy olive oil, and use that.
