Well, you can "cook" at room temperature or below, but you would not be
using the temperature.
you can cook fish and some other things by placing them in a bath of some
acid (vinegar, lemon juice even orange juice)
but technically (rec again not sci) you are not using the temperature, but
the acid.
Cooking does not need to use heat, denaturing proteins is enough.
