You can get "Blue Rhino" tanks filles wherever you like. Not saying that
everyone will fill them, but it is your tank, you purchased it . . . you own
it.
What is really sounds like is that the tank was overfilled and you are
drawing liquid instead of vapor, OPD or not. OPD valed no NOT work all of
the time, particularly on Blue Rhino tanks. Blue Rhino really put some
crappy valves in some of their tanks.
As far as the filling procedure at the Blue Rhino factory, the tanks are all
basically shoved down an automated line when they are filled by machines
that "slam" the liquid into the tanks as fast as possible.
Take the tank back to where you purchased it and have them replace it, they
will if they know what is good for them.
