During WWII, they actually charged troops at Pearl Harbor for the free
5-packs of cigarettes that were included in C-Rats. The DH's father
was at Pearl Harbor and the Red Cross made the sailors fill out
paperwork to receive any help at all, while the Salvation Army just
gave out blankets, etc., to whomever needed 'em.
