Yes, that's freezer burn.
If most of the meat is fine you can still use it. If the meat has lots
of white on it, it will be dry and unappetising. Feed it to the cat.
Depending on how bad it is, you can ignore it or cut off the white
bits. It won't kill you but you should use it soon.
