No! I put some in a mug and put it (out of sight) near the offending
stink.

You *for sure* don't want to put the vinegar in the litter. No way.
And maybe you don't want to try it now, given the circumstances.

Vinegar does neutralize odor, to whatever extent. People who
smoke will keep it in cups/whatever here and there.
