It's been ten years since I was in the biz in California, and nothing
like that was on the books then and I haven't heard of any change since.
I'm guessing either that person didn't want to be bothered or has a
control issue lol. Or maybe their boss gave them that line to keep
full bottles from joining the empties out the door.
