From Buwei Yang Chao's book

8 tbs sugar
8 tbs good rice vinegar
4 tbs cornflour/cornstarch
2 cups water

Mix and bring to a boil. Add a little soy sauce to taste.

The fish, chicken or whatever will have already been cooked with ginger
and spring onions.
