Sometimes you can get them free from the local utility department if they are
working in the area, but you would have to take the whole load, and you get what
they give you. Some chips are better than others. When my neighbour got a free
load it contained a lot of pine needles.

Are you sure you want wood chips for under a swing set? I wouldn't think that
they would be the safest option. Aside from all those little bits of wood, they
also provide a habitat for ants and spiders.
