I've never had this happen with paprika, but I did have it happen years ago
with a container of whole coriander seed purchased at an Amish farm market.
When I first bought the coriander it seemed fine. A few months later when
I went to use it, I discovered the wiggling things inside. UGH!
When I buy containers of spices larger than the usual spice jar (usually in
packets, tins, or boxes), I immediately examine the contents, then transfer
them to tightly sealed glass jars. I've never had a problem since.
