Yes, you can buy spare parts. If you no longer have a manual you might
try contacting the manufacturer and see if they have a copy. Many
manufacturers today have .pdf files of instruction booklets on their
websites.
Each pressure cooker comes with its own set of instructions - that's why
most recipes for pressure cooking will tell you to check the owner's
manual for specific cooking directions. Having said that, my booklet
says to cook brown rice at high power for 15 to 20 minutes, and long
grain rice on high power for 5 to 7 minutes.
Today's pressure cookers are much safer than those our mothers and
grandmothers used, although they should still be used with care.
