Well, you could make them irregular then cut them out later to get
regular circles.

You could use a turkey baster or a disher to get exact amounts.

You could buy some stainless or aluminum pipe in the right size and
have it cut into molds.

But at the end of the day, you've got a conflict between precision and
economy. Never an easy battle.
