That's because it's horseradish sauce, not prepared horseradish.

In general--but there are always exceptions--most horseradish sauces in jars
or packets don't have as much horseradish "heat" (i.e., the burning nose and
tears to the eyes effect) when compared to jars labelled as prepared
horseradish.
