It's easy enough to make good chocolate syrup. Just mix together
approximately one part cocoa powder with three parts sugar and three
parts water and a dash of salt. Bring it to a boil and boil it for a
minute, then add a bit of vanilla extract.

Mix the cocoa powder and sugar together and then add a little bit of
milk to make a paste and gradually add more milk.
