The state and local laws regulate sales of liquor. With 50 states and
countless counties, the laws vary widely depending upon what the local
people want. Some counties remain alcohol-free, and in some places the
bars never close and you can walk around the city with a drink and take
your bar drinks with you when you leave...New Orleans comes to
mind...but I'm fairly certain you can't get away with that anywhere
else.

And FWIW, stupid local laws is what democracy is all about. :-)
