That is in fact how it works. Parents are responsible for their
children. Other people outside of the 7-11 are not allowed to make
decisions that belong to the parents.

My daughter had a little bit of a tough time last summer. No adults
were allowed in the group shower. No mixed gender in the group shower.
My daughter was a dean of the church camp. The church camp for youth
was over at noon on Saturday. At that point, the next camp took over.
There were many of the same people, but it was a Family Camp, so the
parents had to take responsibility for their children. At 12:01, the
leaders of the youth camp all went to take a shower together. Mixed
gender.
