In California also. If you are an important person, your kid gets into
a top school.

I taught several classes at a University. For my first class, I had a
student who never showed up, not even once. I asked somebody in the
know. He checked. The student was a football player. They don't go to
class. I gave him a bad grade. I was told that it didn't make any
difference. He was a football player. The coach would go in and have
the records changed.

This was a football player at a very small school. I don't know about
GWB, but I suspect that any school will tolerate anything, if there is
enough money and political influence. Certainly the Bush family has
both. Perhaps GWB went to class. Perhaps he learned something.
Perhaps he just partied the whole time. I don't know. I have my
suspicions.
