I've done that many times and know of no reason not to. You need
quite a few to produce enough shoots to be useful. We use them like
chives, with eggs or potatoes most often, where the subtle flavor can
be detected. If you have an actual garden, chives themselves (or
garlic chives, or Chinese chives) are more productive. If you plant
garlic wanting to harvest garlic cloves, of course, that's a different
matter. You won't snip those shoots. -aem
