I fill it with 3.5 qt of water.

In the Feb 2002 issue of Consumer reports they state "all coil and several
smooth tops brought about 6 quarts of water to a boil in 12 minutes". You
can use this as a frame of reference as to whether the performance you see
is acceptable or not.
