For the longest time in RI you could just record the license plate
number, go to the DMV, plunk down $5 and get all the info associated
with that plate number.

Very useful let me tell you, until someone figured out the bad things
one could do with that information. I had what is to me a very memorable
plate at the time, it's the same as my email address. I imagine I'd be
easy to find but then I had a stroke of luck - when working at the AG's
office I was legally allowed to change my registration info to the
office.

Imagine peoples surprise when they ran my plate and found out it came
out to the AG's office.

You believe that? Same here, $25, I think. Who in the world
thought it would be a good idea to give out your personal information
