That particular vendor was shut down. Still, picking cardboard up off
the filthy, puddled floor? and then using it? and the reporter ate
one of the buns??

This combined with the news that many Asian cuisines (those indulged
in, in parts of Asia) contain raw fish with tiny worms, which can
eventually cause liver cancer .... how would anyone want to eat
anywhere in Asia or China, other than in a Hilton or Marriott or
such? I certainly wouldn't. OTOH, I have a niece and her husband and
toddler who have lived in Hong Kong for almost a decade, and they love
it.

I'd expect the dip in lye went a long way towards sanitizing the
cardboard...

I think Hong Kong is a good deal more modern than most of mainland China
and has better health codes and sanitation standards.
