EEUU = Estados Unidos. Spanish for the United States. They double
the letters because "estados" (states) EE - is plural - and the
"unidos" (united) part - UU - is a plural adjective that describes the
plural states. Hence EEUU.

The explanation must be that in the Spanish language, they have words for
"United States" as they have words for 'Spain.'

EEUU are the letters/abbreviations in the Spanish language for their
abbreviation of the 'United States.' and the double letters used as
described above.
