I mince them up and eat them too. I've only seen "leaves only" in dried
parsley. I don't mince up the toughest stalks at the very end though.

Kitchen scissors.
With a clean pair of ordinary scissors, cut the leaves off the stems.
Hold the bunch in your left hand; wield the scissors with your right,
and trim the leaves straight into the collander for washing.
(I keep a pair of scissors in my knife drawer for exactly this purpose.)

I pinch the stem between my fingers and run it up across the leaves.
They pop right off; any little bitty stems that stay attached to the
leaves get eaten.

Break off the leafy part where it joins the stem.
If you're going to chop the parsley, rinse it well with the stem intact,
swing it around to dry it off and proceed as above. Then scrunch it all
as tightly as you can and cut with a sharp knife.

That is exactly what I did yesterday for a batch of tabbouli salad to
take to a potluck meal.
