I don't think the poster meant actual paprika but red or green bell pepper. The poster seems to be Japanese and when you try to translate from Japanese to English you get all kinds of weird stuff. Paprika is a type of pepper, Capsicum annuum L. Here's an explanation and some nice pictures: http://www.uni-graz.at/~katzer/engl/Caps_ann.html If you read the recipe, it specifies both green and red, and calls for dicing it. The posts are very hard to read, but I at least, thought they were interesting.
