After a little inspection of the web page it appears that the vote link
goes to one of those "guestbook, web counters, and tons of free, shitty
CGI" sites. My educated guess is that this is Usenet spam to get you to
vote for his site so it ranks higher on some moronic list of shitty
personal web sites.
