IMHO, if more people would spay/neuter their pets then there wouldn't be quite as many 'strays' - but a lot of people just don't care (or say they cannot afford it) so it just exacerbates the problem. Not just my daughter, but each "one" in her family is involved daily with saving these wee creatures and gently teaching them how to survive without anger or fear, as well as to trust people.
