Well, in the old days it was the "September rush" of new posters as
people got their university accounts. Some called AOL giving usenet
access "endless September".

Things have really changed. With the cost of postage going up, it is very
expensive to send out mass mailings about admission info, financial aid,
registration time announcements, grades and bills. More and more schools
are switching to Email. This means that accounts need to be issued long
before school starts. Some schools have pretty much limited mailings to
two for the whole four years, the admissions letter with the student's new
Email account, and the diploma when they have graduated. All other
official communications are via Email. While my school hasn't implemented
everything yet, we do have the policy that all official university
communications to the student are by the official student Email account.

students to be anywhere near rfc when they have binary &
warez groups to peruse.
