It would appear so. The last couple attempts have given me this:

"Unable to connect server irc.xsirc.net port 6667 [Network is
unreachable]"

That's the whole irc.sxirc.net network of several servers, my client
configured to grab whichever server is working. Nada!

Anyone getting through?

I got a message that there were too many user connections global or
something like that. I use the one with the little penguin.
