There is a problem with delivery of their limited number of nuclear
weapons. While Pakistan is not a huge country, much of it is
mountainous, so the population tends to be crammed into the valleys and
cities. That make sit easy for a well armed enemy to destroy the
infrastructure.

Does the US really care about justification. They are still tied down
in Iraq after selling the story that Saddam had a huge arsenal of WMDs
and was posing an imminent threat to the US. It took long enough for
some Americans to realize they had been lied to. Others still believe
it, and most figure that since they are already there they have to stay.
