Yep. Special interest lobbyist prevailed in CA. The deposit scheme puts the onus on the mfg's, distributers, and retailers, so they fight it to the death. CA finally did an end run around them by creating state mandated collection centers that are required to pay scrape rates. It's not as surefire as deposits, but it does prevent the stuff from remaining litter for very long. nb |
