I do, especially when I visit a country with a cuisine that's new to me.
In the past year I have bought 2 Moroccan (plus a tagine) and 3 Greek
cookbooks. I haven't made as many meals from them as I had planned, but
have tried quite a few.

There are any things I don't use a cookbook for, but when it's ethnic,
I want to make sure I get it right the first few times.

I would LOVE to travel to get cookbooks published in foreign
climes. It is really hard to find such things locally. Hehe. If
we were all independently wealthy, I'd suggest an extensive trip
to many countries to ferret out such delights.
