Default Nutritional Info Labels

Say,

Does anyone know if the nutritional label values on canned foods
includes all the contents of the can, or only the solid portions (i.e.
the diced tomatoes but not the juice, or just the beans and not the
broth)? Some labels do specify "drained" or "dry contents", but most
do not.

For the ones that don't specify, which is the safe assumption?

I'm pretty sure the label must show all the ingredients in the can.
