They're singing falsetto. In this technique, a singer can raise their
normal vocal range by an octave. The is done by using different parts of
the vocal chords. Most males singers can do this easily. Typically
they'll be strumming a ukelele and a singing cheesy song. Most Americans
won't sing in such a way because it's singing in a sissy way. The style
is popular in Hawaiian music though.
