When making marmalade is it alright to use cling film on top of the jar to
exclude air ?

Sure.... if you are keeping it in the fridge and use it up within a few
months. If you are canning it for storage, it needs to be in a
properly sealed jar.

Only if you make a very small batch, keep it refrigerated and plan to eat it
right away.

You will not exclude all the air. Most films will breath a bit too
over time. Follow the rules, it is you health and safety you are
compromising.
