There is no reason to make a blanket statement like that for torrent sites.
Some of the material on torrent sites is off copyright and can be freely
shared. Though not much.

If you are worried about getting a virus, that is only possible if you
download a cracked application. And then the possibility is high. The
torrent sites themselves don't have viruses.

Though to download a torrent you must have a torrent client. The most
popular is uTorrent.

The UK has blocked most of the torrent sites. There are other Pirate Bay
proxies that may not be blocked. The top two links here list many proxies.
The UK person would just have to go down the list until they find one that
they can get through to.
