They are a pain in the neck to wear, but health and safety issues being
the way they are these days, some people have to wear them. The last
few years I was working we had to wear them. Personally, I would rather
have risked getting shot that to wear it in the heat and cold. They
aren't too bad for a while if they have been in an air conditioned
building and get nice and cool and then you go outside. They will keep
you cool for a while. But then they get hot and it is like wearing a
heavy coat. Conversely, they can be like an extra layer of clothing on
a cold day. After a n hour or so outside they get cold, and it's like
wearing an ice back.

They certainly increase the need for laundering uniform shirts,
undershirts and liners because you sweat so much in them. Lucky for cops
and other enforcement types that most cars these days are air
conditioned. I can't imagine what it would have been like to wear them
in a car without AC. I can sure sympathize with soldiers in hot jungles
or dessert conditions.
