Bullshit.

The floor may be.

The walls have black mold at the bottom from a failed waterproofing
paint, possibly coupled with inadequate foundation wall damp-proofing on
the outside.

You have a problem.

Hope it won't mean installing a french drain along the foundation footings.

Mix up one part bleach with five parts water and spray that mold. Looks like you got a lot of that growing down there.

Bleach only takes the color out of mold. Does not kill. Peroxide or white
vinegar will kill.
