February 2 is Groundhog Day. What it is about... Well, what it really is
about is people being tired of winter. However, the legend is that a
groundhog pops his head out of his hole on February 2. If he sees his shadow,
there will be six more weeks of winter. If he doesn't see his shadow,
there will be an early spring.

Various small municipalities have capitalized on the legend to have
a festival where they trot out a groundhog and proclaim his (or her)
results to be the definitive answer. Punxsutawney Phil is the most famous:

It would seem that early February is actually a little early for groundhogs
to break hibernation, but nobody lets that stand in the way of an
opportunity to have their small town on national TV.

To my knowledge, the "over and over" thing originated with the movie.
Someone must have told you about the movie? So there certainly was
the film about it.

You might enjoy the movie...it's good, funny and rated G.

It's the most memorable movie that Bill Murray will make. If Ophelia
thinks of it as over and over, the movie has become the cultural
equivalent of deja vu.
I forced my grand groundhog to watch it with me this summer. She didn't
appear to remember it, "this" time.

Cindy explained the folklore part very well, but the movie is the
part about repeating the day over and over. It doesn't have to do
with the actual groundhog day, it's just when the movie is set.

In the movie, Bill Murray's character is a newsman (or weatherman, perhaps)
who simply hates covering Groundhog Day (and is not a very nice person).
As a plot device, the universe makes him repeat Groundhog Day over and over
until he learns to be a better person.
