Agree.

I jes took two parsnips outta the oven. One peeled, one not
peeled, but cut in half, lengthwise. Both so tough, almost
inedible. Taste like wimpy carrots. I tossed 'em.

I kinda remember, now. Boiled, they mash up nicely with potatoes, as
do rutabagas and turnips.

If they were almost inedible, could the cook have played a bigger role
in the end result than the vegetable?

Maybe you overcooked them then. I baked mine, chopped in chunks, at
350F for half an hour the other day and they were good. You don't have
to like them, but they should at least come out edible
