If the government thinks it's some sort of human right to get water then the government could pay their bill for them. Either way, someone has to pay for water. Ophelia rejoices in the UK system where water is always supplied irrespective of any mounting debts but that creates a moral hazard and saves up trouble for the future. |

In a democracy the people can make that happen. Because nobody gives a shit about poor black people in Detroit and they don't have the wherewithal to make the effort themselves, nothing happens. As it is, many companies are not chasing outstanding payments at the moment as there has been so much financial upset. There's little question of anyone in the UK not having access to water at present. We have social programs here that are supported by the citizens and taxpayers. We have laws restrict who can come to our countries, who can come for a visit, who is allowed to work here. We have processes for people to apply to immigrate and for the acceptance of refugees. Despite those laws in place and people hired to enforce them, we get people sneaking in and living here illegally. AFAIAC only people who are living here legally should be entitled to benefit from social programs. We have a strange situation here with "asylum seekers" crossing illegally and putting in refugee claims. They are crossing at "irregular" points because if they had entered the country at a regular manned entry they would be turned back because they are coming from a safe third country. Our prime minister opened his mouth and issued a welcome to them because he wanted to look like a better person than Trump, who was threatening to send back all the phony refugees whose claims had been rejected. Last month the border was closed to everyone except Canadians and American citizens, and then it was further restricted to Americans on essential business. Yet, the "irregular" crossings were still active. They announced that those were to be shut down. Just a couple days ago the announced they were going to a start letting them in again. It turned out that the had been letting them in the whole time. No one else was allowed to cross the border, but they are letting the fraudulent immigrants come in. We have record numbers of people who are suddenly unemployed and business that are shut down, many of which will likely close permanently. Our shelters are full. We have nothing to give. Before we pat ourselveson our backs for being so much nice than the US we should be reminded that those people had chosen the US first and they are only coming here because the US had determined that they are just bad immigration applicants with high rates of criminality, not refugees. |

My guess is that there's an innate part of the human mind that realizes that all laws are not fair and that there should be a loophole to escape the laws of man and to keep alive a faint glimmer of hope in the human consciousness. I don't think anyone here is saying that there are no legitimate refugees. They are entitled to put in request and to have a hearing. A lot of refugee claims are rejected. We also have a process for legitimate immigration. The problem is that they have to go to the lengthy and expensive application process with no guarantee that they will be accepted. Many find it much easier to just show up and claim refugee status. They are immediately eligible for welfare, housing, schooling and other benefits. If their claims are rejected they just go underground. I know people who work at the border and one thing that impresses them is the similarity of so many of their stories. There is a network that passes around all sorts of information about the best times and places to cross and what to tell the officers. The safe third country is a legitimate means of dealing with refuge shopping, going from one country to another to get the best deal. Bear in mind that, while each case is heard individually, there are thousands and thousands more waiting to be heard. A country can only handle so many refugees and give them a chance to assimilate into our society. It's no picnic dealing with large numbers of refugees, especially the legitimate ones, because they carry a lot of emotional baggage. They have seen horrible things. Canada and the US see a lot of refugees from central America. They claim to be escaping from gang violence and drug cartels. We take them in and end up have violent drug gangs on our streets. |

I'm very comfortable living with that. OTOH, the key to a strong and vibrant United States is to have fresh, unjaded, unpampered, blood brought in from elsewhere. We need people that are willing to grab hold of this land of opportunity and build something out of it. We don't need people sitting back and bitching about all manner of things. |
