Yes, pretty much. Crime is sky -high and the population figures tell the rest of the story:

I visited STL a lot in the late 80's and the 90's, many lovely things to see and do. One friend lived in the historic Soulard District, which is very evocative of New Orleans. Another lived in a mansion on Flora Avenue, near the splendid STL Botanical Gardens. There's a fantastic Farmer's Market, some good eating, museums and a short drive will lead you to many scenic areas, such as the old German town of Hermann, with it's wineries and breweries. If you are into rehabbing old homes, STL has a plethora grand old Victorians ripe for the pickings. The Central West End is really cool, with architecture, food and other attractions...

But even in the nicer areas, one has to be constantly on - guard with the crime stuff, a big let - down. Most everyone I knew had been a victim of property crimes. Large areas are in ruins, look like Berlin or Dresden in 1945...heartbreaking to see!

In 1945, Union Station was the busiest passenger rail hub in the nation. Now, the station is rehabbed and quite nice, and Amtrak has a few trains a day from it's small newer station. It's TWA airport hub was once very busy, non-stops to Europe even, but TWA is history, merged into American in 1999...now Southwest is the largest carrier IIRC...
