Weber Smokey Joe Question

I only use mine during winter and I cannot remember if there is
supposed to be a lower grate to put the charcoal on. My wife insists
there should be one and maybe I threw it out by accident when I dumped
the charcoal (you need to flip the whole thing over the dump out the
charcoal). I tend to think there was never one to begin with. Thanks
in advance!

I have one and, yes, there is a lower grate upon which the charcoal is
supposed to sit.
