I thought it was a place in a song from ages ago and carried forward in
other tunes, and a term for when you are suddenly successful, you can
live large. (gambling term?)?

Randy mentioned New Orleans. Maybe if Fat City and Fat Tuesday are
somehow related, that would make sense?

I doubt the term "Fat City" originated in New Orleans, but in New
Orleans Fat City refers to a section of a New Orleans suburb called
Metairie. At one point Fat City was apparently a hot spot for night
life. Fat City was considered a sort of Bourbon Street of the suburbs.
There isn't much going on in Fat City these days, though one of the
better restaurants in the greater New Orleans area (Dragos) is in Fat
City.
