Yep. Make some hot cocoa and cool it down.

1/2 C sugar
1/4 C cocoa
1/3 C hot water
4 C milk

Mix everything except milk. Bring to a boil, then simmer a minute or
two, whisking. Stir in milk, heat back up but don't boil.

Instead of adding the cocoa to the milk add the milk to the cocoa. Combine
your cocoa and sugar thoroughly. Now add just a couple drops of milk and stir
till it forms a paste. Slowly stir in the rest of the milk.

Easier than cocoa powder and sugar is some form of chocolate syrup. Fox's
U-Bet or even Hershey's, whished rapidly into cold milk makes a pretty
acceptable drink.

This may not really help you, but...
we recently switched from using cocoa to 99% using
unsweetened chocolate in making our 'chocolate sodas'. We
dissolve a one ounce block of chocolate [we're using
Scharffenberger] in about a cup of water by heating. You
would of course use milk. For us the one ounce block is
enough for a quart of 'soda'. Yes, there are a few flecks
of solid chocolate in the final drink, but we think that that
just makes it even more interesting. We cool the melted
chocolate-liquid mix under cold running water, which takes
just a few minutes.

It's easy enough to make good chocolate syrup. Just mix together
approximately one part cocoa powder with three parts sugar and three
parts water and a dash of salt. Bring it to a boil and boil it for a
minute, then add a bit of vanilla extract.

Mix the cocoa powder and sugar together and then add a little bit of
milk to make a paste and gradually add more milk.

Two options, at least:

(1) stir a large amount of cocoa into a small amount of milk (i.e., as with
cornstarch and to make gravy) until you have a thick paste. Then add the rest
of the milk.

or

(2) use a blender.

Chocolate milk, like 100,000 other recipes, was made at home from
ingredients before someone put it in a container and sold it as a
convenience food product.

I still do it that way, Margaret -- learned it from my dad. He
loves chocolate milk; my stepmother has to buy Hershey's syrup at
Costco to keep him in supply... :-)

you may need just a pinch of salt in the water/cocoa/sugar syrup to really
bring out the chocolate flavor

I usually only use 2 oz of water when making the chocolate syrup base for
hot cocoa. Stir constantly.. the cocoa needs to cook a bit to lose "raw"
flavor. Sort of the same concept in cooking roux (flour and fat used to
thicken sauces/soups)
